Accessibility statement for Vilkku marine warnings

Traficom aims to guarantee the accessibility of its web service in accordance with the Act on the Provision of Digital Services 306/2019.

This accessibility statement applies to the Vilkku marine warnings service.

The Vilkku marine warnings service is aimed at a very limited user group whose representatives are required to have good vision and color vision in their work. Consequently, the implementation of the service does not fully accommodate screen reader use, as there is no use case or need for a screen reader among the users. Scalability for mobile devices has also not been taken into account, as no use case or need has been identified.

Accessibility status

The web service partially meets the Level AA requirements of the Web Content Accessibility Guidelines (WCAG) 2.1. Non-compliances with the requirements are mentioned below.

Non-accessible content

The content mentioned below is not accessible for the following reasons: Non-compliance with the Act on the Provision of Digital Services 306/2019

Visuals

  • Use of color: Map markings cannot be distinguished from each other without color vision. Good color vision is required from the limited user group of the service. (WCAG 1.4.1)
  • Contrasts: In the map function menus, dark blue text on a dark gray background is poorly distinguishable. (WCAG 1.4.3)
  • Resizing content: Some content within modal dialogs does not scale readably when content is magnified to 200% of its normal size. (WCAG 1.4.4)
  • Scalability: Not all content of the service scales readably on a screen that is 320 CSS pixels wide. (WCAG 1.4.10)

Structure

  • Text alternatives: The info button in the ”Specify target with coordinates” dialog has no text alternative at all. The screen reader unnecessarily reads decorative separators. (WCAG 1.1.1, 4.1.2)
  • Tables: Row headings in the table on the Warnings page have not been programmatically marked. When table rows are sorted, the screen reader does not provide feedback. (WCAG 1.3.1, 4.1.3)
  • Feedback and notifications: Some feedback and notifications are not automatically read by a screen reader. In places, notifications may be read unnecessarily by the screen reader. (WCAG 1.3.1, 4.1.3)

Navigation

  • Change of view: Screen reader users do not always receive clear and consistent feedback when the view changes. Focus does not always move to a logical location in the new view. (WCAG 2.4.3, 4.1.3)
  • Table row configuration: In the ”Rows per page” functionality, the current selection does not receive keyboard focus and cannot be understood with a screen reader. (WCAG 2.1.1, 4.1.2)
  • Table pagination: The pagination element is not marked as a navigation element. The accessible names of the pagination buttons are not sufficiently understandable in screen reader use. When a new view opens, focus is not moved to the beginning of the new view. (WCAG 2.4.3, 2.4.4, 2.4.6, 4.1.2)
  • Radio button group: The options in the ”Specify target for warning” radio button group cannot be browsed using the arrow keys. The screen reader does not read the label of the selected radio button. (WCAG 2.4.3, 4.1.2)

 Form elements

  • Combo boxes: A selection made in a combo box does not receive keyboard focus, making it difficult to remove the selection. The screen reader does not read the selection made in the combo box. (WCAG 2.1.1, 4.1.2)
  • Error situations: Keyboard focus is not always moved to a logical form element in error situations. Occasionally, the screen reader does not read form errors at all. (WCAG 2.4.3, 4.1.3)
  • Delete draft: The status of the ”Delete draft” button is defined illogically for screen reader users. (WCAG 4.1.2)
